I believe you either heard the person incorrectly or they had no clue what they were telling you. The term is "Flash" and what that is is when you take it to a shop or the manufacturer (or there are websites that will allow you to do it online) and they remove all software on the device and reload new software. This is done sometimes if you have a device that is not made for your current service provider and you have them put the new provider's software on it. If the device you have was made for Vodafone then I would call them back and talk to someone else as that is a drastic measure just to get internet working. It sounds to me like you may not have the correct features on your account (but it could be a bad setting in the device as well and they need to check those)
